Forest land circulation is an important content of the new round institutional reform of collective forest property rights, which has great significance in solving fragmentation of forest management, realizing the forest land scale management and improving the efficiency of household forest management. As the first pilot province of the new round institutional reform of collective forest property rights, since 2003 Fujian province begun the forest property rights reform, and the system has been run for 10 years. With the deepening of the system, Fujian province gradually explores the road of forest land circulation, and the forestry property market officially enters the operational phase. Understanding the macroscopic and microscopic factors on forest land circulation behavior, clarifying the main characteristics on farmers’forest land circulation behavior and analysis the empirical factors on farmers’ forest land circulation behavior, which have great significance on further deepening the reforming of collective forest right system and realizing the forest right market operation.This paper reviewed the theory of macro and micro factors, which affecting farmers’ forest land circulation behavior. Regional economic development level, rural social insurance system, society provide services and the stability of property rights are the macro factors. Head of the household, family, forest land resources endowment and the cognition of policy system are the micro factors.Based on the theoretical analysis, according to survey data from 168 households in Sanming and Nanping in Fujian province, this paper analyzed famers’ behavior characteristics on forest land circulation, including time and scale, source and destination, duration, way, cause, the ways of paying and benefits circulation. By Logistic regression model, this paper selected headed characteristics, household characteristics, forest resource endowments, forestry reform policies and systems totaling 13 independent variables influencing factors, and established the inflow and outflow of farmers’ woodland behavior regression analysis. The results showed that the total area of woodland, initial forest area, village cadres, income of forestry, forest change policy, local forest right trading market and social insurance are the factors which affecting the inflow behavior. Forest harvesting index, total number of blocks of forest, social insurance, age of household head, household income, family’s forestry income, total forest area, the male labor numbers engaged in forestry are the factors which affecting the outflow behavior.Finally, after a brief summary of this paper, we provide some advice, such as speeding up the construction of forest right trade market, further improving the rural social security system, strengthening propaganda of woodland property right system reform and perfecting the countermeasures of forest resource asset appraisal system, so that we can regulate and promote the forest right circulation, improve the efficiency of forest land scale operation.
