Today, the development of middle and small-sized enterprises is facing external competition and internal management dilemma, "enterprises depend on management, management depend on talents, talents depend on training." Enterprise want to be bigger and stronger, that must be implemented the talents strategy. Make the manufacturing sector for example, the production site is the starting point for all the work, the front-line supervisor is the direct organizer and supervisor of production activities, is the executor of strategic decision-making, so the comprehensive quality, skills, management and leadership of front-line supervisor will directly impact on enterprise’s performance and sustainable development. Therefore, to enhance the comprehensive quality and core competitiveness of front-line supervisors become an urgent project of the majority of middle and small-sized enterprises. Dalian Panasonic Appliances Cold Chain Co., Ltd will usher in a century of entrepreneurship historic moment in 2018. For to seize the opportunity to accelerate development, Panasonic Appliances Cold Chain Co., Ltd makes a 2018 medium-term business strategy which increase the revenue from the current 1.7 billion to 3 billion yuan. Today, the market competition into the incandescence, on this situation the planning is very challenging, and put forward higher requirements for the company management, technology, services, capacity.In this paper, using the training of front-line supervisors from Dalian Panasonic Appliances Cold Chain Co., Ltd as study object, through the form of a questionnaire to grasp the training problem of current front-line supervisors, then analyzing the cause;after that, analyzing the training need from three gradation level, which are strategy and environment, work and task, personnel and performance. We get that the presence of front-line supervisors need the training of enhancing teaching instruction ability, improving site improvement skills, leadership skills. TWI project is famous by standardization, rationalization, strong replicability, which contains four modules-- work instruction, work improving, work relationship, work security highly meets the current training needs of Panasonic Appliances Cold Chain.TWI programs can make front-line supervisors acquire specialized knowledge, skills, abilities, then solve the current management problem effectively, improve performance, reinforce the site management, and enhance market competitiveness, benefit to realize the 2018 medium-term strategic plan.Therefore, I believe that interior of Panasonic Appliances Cold Chain to guide into TWI project is highly feasible and necessary. Based on the training need, combined with the actual situation of the Panasonic Appliances Cold Chain, designed training scheme for front- line supervisors, and based on Kirkpatrick evaluation model to design the evaluation training program,which is to ensure the quality and effectiveness of training, and to promote continuous improvement of training programs. Finally, to ensure the smooth implementation of training, this paper presents that Panasonic needs from top to bottom to emphasis on skills training for front-line supervisors as well as to strengthen the control of the overall training work, and recommended to provide strong protection from three aspects which are organizational safeguards, incentives and institutional safeguards.In the training program design process that contains systematic training and effectiveness, and is committed to closely combine the organizational goals and individual goals.Design and implementation of training programs can provide guidance for the front-line supervisor of Panasonic Appliances Cold Chain.Through this study, also want to provide a reference and reference for the front-line staff of middle and small-sized enterprises. So that led more small-sized enterprises to understand TWI----frontline supervisors skills training, and actively carry out exploration, promote the frontline supervisors training to a higher level in order to give the enterprises better service.
