| Under the circumstance of rapid development of urbanization, industrialization and modern agriculture, community is highly concerned about agricultural land transfer issues.Poyang Lake Ecological Economic Zone is the largest cotton and oil production base in Jiangxi Province, one of the major granary in southern China, but also famous EFCAs,rational use of land resources plays an irreplaceable role in achieving agricultural development, the construction of ecological civilization as well as Poyang Lake Ecological Economic Zone development strategy and many aspects; From the perspective of respect for the farmers’ willing has important practical significance on agricultural land transfer issues in maintaining social stability in the region, promoting the appropriate scale management of agricultural land, avoiding excessive non-agricultural land, protection wetland environment.Based on that, in this paper, land ownership theory and the coordinate theory between man and land as a guide, select the Yugan County, Jiangxi Province as the study area.Investigated 238 farmers, apply qualitative and quantitative analysis to the collected first-hand data, analysis the situation of farmer’s agriculture land transfer willingness and behavior in Poyang Lake Ecological Economic Zone, and to explore the primary and secondary impact of farmers’ agricultural land transfer willingness. According to that,propose appropriate measures to improve the transfer of agricultural land willingness of farmers to promote agricultural land transfer behavior.Based on the results of the investigation and quantitative analysis, this paper draws the following conclusion of three parts:First, regional farmers’ land transfer willingness is relatively strong, but the actual turnover rate is low, it should promote and regulate the agricultural land transfer. Although farmers’ willingness of transfer of agricultural land is more intense, farmers’ willingness of turning out agricultural land reaches 65.1%, but the real turn out behavior was only 47.9%;29% farmers have inflow willingness, but only 17.6% farmers inflows land. In addition,The area of agricultural land transfer process is not standardized, spontaneous, random, etc.It mainly manifested in: oral agreement, land use change significantly after transfer.Second, Poyang Lake Ecological Economic Zone Farmers’ willingness of agriculture land transfer affected by many factors, and it varying degree of influence. Significant factors should have priority to resolve.Apply two Logistic regression model to analysis each related factor of farmers’ willingness of agriculture land transfer. The macro-policy environment, level of farmers’ education, per unit area of agriculture net income,development of tourism function are significant impacts on farmers’ outflow and inflow willingness.Third, this area is suitable to apply professional large family-based, family supplemented by appropriate scale transfer patterns under local government guidance.Based on the limit speed of local economic development, the status of the strategic positioning of the development of ecological civilization and the area does not allow it to carry out large-scale transfer of agricultural land, and therefore suitable for moderate scale transfer. Household survey results show strong momentum professional big contract land,agricultural income is considerable. In addition, government regulation farmers agricultural land transfer willingness has a significant positive relationship, if we get a reasonable guide of local government, the region’s farmers intend to increase the agricultural land transfer willingness. Most farmers are low-educated and low level of non-agricultural employment.In summary, professional family-based, family supplemented by appropriate scale transfer patterns under the local government guidance can be the best choice for development of farmers agricultural land transfer. |
