Evaluation Research Of The Coordinated Development Between Environment And Social Economy Of Poyang Lake Eco-economic Zone

Poyang lake ecological-economic zone is an ecological and economic special zone with economic development and ecological protection as the main strategic vision, with China’s largest freshwater lake--Poyang lake as the core and relying on Poyang lake city circle. In recent years, unprecedented destruction for the ecological environment were resulted in at the time of rapid economic development of the nearby city on the basis of the Poyang lake:population keeps growing, resources are exploited excessively, environmental degradation, etc.. These ecological environment problems will affect the benign development of the economy adversely. In the new century, national government plans to establish the Poyang lake ecological economic zone as a benchmarking with harmonious coexistence of the human and nature, common progress of ecological civilization and economic development, and to practice low carbon and circular economy with sustainable development strategy. On December12,2009, the state council formally issued "the planning of Poyang lake ecological economic zone", which fully showed the national government paid much of attention to the construction and development of Poyang lake ecological economic zone. The new model of coordinated development of ecological and economic in the planning emphasized the coordinated development of resources, environment and social economy. Since then, the regional coordinated development of Poyang lake ecological economic zone pursuits of the multi-objective model of coordinated development of resources, environment and social economy which in line with the requirements of sustainable development, not simplex growth of economic. Under the new situation, the simplex evaluation system of GDP in the past years has obviously unable to meet today’s high requirements of the sustainable development strategy for the coordination, so it requires new thinking and measure of how to coordinate economic development and environmental protection.This paper, takes time for clues and from the perspective of compare between history and the present, analyzes the basic situation of ecological environment of the Poyang lake ecological economic zone and development of social economic objectively, and designs a set of scientific and reasonable evaluation index system to evaluate the Poyang lake region economic development and ecological environment coordinate degree, with economic system and environmental system of main cities surrounding the Poyang lake as inspect samples.This paper evaluates the development coupling of economic system and environmental system with index system, the coordination of development speed of the two systems with grey correlation method, and the coordination degree of environment and economy system development situation with the coordination coefficients method. Finally, DEA model based on coordination constraint is established to evaluate comprehensive efficiency of environmental and economic system.This paper also carries on the system evaluation and research for coordinated development of economic and environmental from three dimensions, and estimates the comprehensive coordination degree of two systems of the main20cities surrounding Poyang lake ecological economic zone from2000to2011.The research results show that regional gap in economic development and environmental protection of the Poyang lake ecological economic zone is larger, and coordination degree of the two systems is generally low.
