Since the low-rent housing system took into practice in 1998, the rental indemnificatory apartment system has been gradually developed. The low-rent housing and public rental housing system continues to be developing, and making great achievements in construction scale and practice. There’s great importance and significance to developing affordable housing construction, solving the housing problems of low-income workers and new employees, keeping balance between housing security and achieve convergence, improving housing security system, and defending social fairness, justice, harmony and stability.However, the property management has always been ignored in the development of the rental indemnificatory apartment system. The problems of the rental indemnificatory apartment system seriously damage the interests of relatively major participants, even worse to affect the sustainability of the rental indemnificatory apartment system in the long term。The rental indemnificatory apartment system has its own features, which are different from the features of ordinary commercial housing. When we design a property management mode, we must consider these characteristics. This paper analyzes the problems of the property management of rental indemnificatory apartment and the main factors affecting the level of property management, based on those characteristics.The starting points of this paper are the property management business operating expenses, satisfaction of property management services and property management modes.The renters in rental indemnificatory apartment are from economically disadvantaged families. They can not afford market property management fees, So the government should provide financial subsidies for property management company or the renters. It will inevitably result in the Government’s financial burden, and track into over-security situation, if the government take the all fees. We design property management fee subsidy mode and methods of "sweat staking" by using of welfare economics theory.There’re written and unwritten contracts between the renters and the property management company, which is called "psychological contract". It is a dynamic and interactive process that is always changing during its formation. Property management companies must timely insight the psychological contract contents of residents, and accord to residents’ the psychological contracts to constantly adjust and improve their services in order to improve tenants’satisfaction.The property management of rental indemnificatory apartment is not only needed to adjust the internal relations between district residents and property management companies, but also adjust the relationship between governments and property management companies. According to the roles of government, community organizations, property management companies, it proposed quasi-market property management mode in rental indemnificatory apartment.Finally, based on the above analysis, the government, community organizations, property management companies and residents should all join into property management of rental indemnificatory apartment, in order that we can fully arouse the enthusiasm of all parties to jointly create a favorable property management environment.
