For this purpose, "the State Council on Accelerating the development of modern crop seed industry," pointed stick combination of research support, research personnel and other factors research institutes and universities to seed business flow, and gradually form a business oriented, market-oriented, capital for the benefit of a link-sharing, risk-sharing model crop seed industry technological innovation, superior varieties significantly increased R & D capabilities and coverage to ensure the effective supply of grain and other major agricultural products. Sichuan Province as a seed magnate, has a pivotal role in the national seed industry. Because agricultural universities (research institutes) years heavy theory, light development, heavy research, promotion of light, resulting in many breeding or because of their inability, or because they do not meet the market demand and not to promote cultivation in production. The seed breeding companies in the traditional over-reliance on agricultural universities (research institutes), ignoring scientific breeding to enhance their level of cooperation has always been a mere formality research makes it difficult to develop deeper. Against this background, research of this subject will have a certain significance.Contents of this paper include:Part I, Introduction. Introduces the research background, significance, summary of previous research and theory throughout the research ideas, etc; the second part, the theoretical basis.
