Countermeasures On The Behavior Of Rent-seeking In The Government Procurement

The government procurement plays an important role, as a branch of government financial expenditure at all levels in the national economy. In principle, the government procurement can rely on its scale effect effectively, lower procurement costs, lower expenditure, so as to improve the utilization of financial funds rate. But the government procurement is implemented in the existing system of state organs and under the guarantee of the government power. The process includes the perplexing the interest relationship between government procurement departments, owners, suppliers, government procurement center, settlement center, the game between various relations provides a broad space for rent-seeking activities. Gradually expand the scale of government procurement in recent years, government procurement activity appeared in the "high price of purchase", the quality is not high, low efficiency and other problems caused by social concern and the government procurement system in question, if not promptly take effective measures to control the pollution, the decline is bound to result in social waste of resources and the credibility of the government.Rent-seeking behavior does not produce any value. The essence of it is to transfer the wealth from the laborers to the non laborers by the redistribution of interests. Therefore, the rent-seeking behavior will destroy the environment of fair competition, not only cause the waste of social resources, but also promote the formation of unhealthy social atmosphere. Whether in theory or in reality, it is very important that analyzing the causes and effects of the phenomenon of rent-seeking in the government procurement to seek effective measures to prevent and control rent-seeking behavior in government procurement.This paper is composed of six parts:the first part is the introduction, from the two aspects of theory and reality, it expounds the background and significance of this research, and summarizes the relevant literature on the basis of domestic and foreign theory on government procurement and rent-seeking, and summarizes the literature review on the phenomenon of rent-seeking in the government procurement, and lists the main research methods, explains the emphases, difficulties and innovations. The second part analyzes the basic concept of government procurement and rent-seeking, characteristic, rent-seeking forms and the situation of government procurement in China. The third part analyses reasons and the forms of the behavior of rent-seeking in government procurement in our county through examples and combined with the methods of Economics. The fourth part describes the damages of rent-seeking in the government procurement. The fifth part puts forward some opinions and measures of the prevention and governance of rent-seeking behavior in government procurement in China, in order to effectively prevent and control the behavior of rent-seeking in the government procurement. The sixth part is a summary.
