However, due to the lack ofmanagement experience, as well as system design’s deficiencies, there has appeared relatively seriousrent-seeking and corruption in China’s government procurement practice, our country governmentprocurement has become one of the six "heavy disaster area" in the acts of corruption at present.Theory of Rent-seeking theory is a hot topic in the Western economic circles since themid-twentieth century, which is also one of the most challenging areas of the entire economics professiontoday. Rent seeking behavior is a kind of undertake repartition to vested interest non-productive activities,is a negative Game in economic. Rent-seeking in government procurement would hinder the efficientallocation of resources, cause the waste of resources; affect the normal operation of the market mechanism,hindered the development of social productivity; prone to corruption, damage the government’s image, butalso lead to a decline in purchasing quality, or even cause security incidents. Therefore, it is very importantto study of rent-seeking problem in the field government procurement and explore the idea of governancerent-seeking behavior and countermeasures.This article starts from the basic theory of government procurement, analyzes the governmentprocurement system and the status of the development of government procurement in our country firstly.And then examines the theory of the rent-seeking, And above the first two parts, presents the definition ofrent-seeking government procurement, cited manifestations of rent-seeking in China’s governmentprocurement, analysis the harm of rent-seeking behavior, and summers up the causes of the rent-seekingbehavior in China’s government procurement. Finally, the article concludes some ideas to deal with therent-seeking behavior in the government procurement，improving the legal system so that the people can not damage the public interests，strengthen the public opinion and social supervision and make peopleafraid to damage the public interests; enhance the ethical and moral cultivation of the people and makethem do not want to damage public interests.Under this line of thought，the author puts forward somecountermeasures，suggests as Constructing the rent-seeking supervision and building the anti-rent-seekingoversight of government procurement chain，speeding up the process of government electronic procurementprocess, and strengthening the government procurement personnel management and the construction ofadministrative ethics.
