Research Of The Supply Chain Management System For State-owned Enterprise

With the ongoing integration of global economy, the market competition is getting stronger. The traditional mode of production and operation in the state-owned enterprise(SOE) in China has not been able to meet the needs of economy development. For transforming the development strategy and the working mode of production as well, more and more SOE have further recognized the importance of the transformation both to promote the cooperation among enterprises and to enhance the management of internal links of enterprise.This article looks back and analyzes the specialty and change of Chinese SOE under different economic system. It also analyses the changes of the concomitant supply chain management(SCM) system in these enterprise. And further, it shows the important realistic meaning of researching, creating and completing such a theory of the system of both form and spirit with the property of Chinese socialism.The article put forward its main standpoints of the theory. It concentrates the following: a. to explore the relativity between development of SOE and SCM under the current socialist market economic system. b. to explain the three main characteristics of SCM system, they are, the “form” of system, the unity of integration, the consistency of interlink-age and the service of function, and the another two characteristics of the “spirit” of system, they are the mechanism of monitoring and conversed coercing in SOE.It takes a SOE aviation maintenance enterprise for example to make concrete study to the applying of the “spirit” and the “form” and to proved the applying has the great advantages and its importance both in human resources and in the profits increasing.In short, for the purpose of creating a theory of SOE supply chain management, through deeper analyses to the respective features of each, the article designs creatively a clear and definite feature of the supply chain: of both form and spirit. Further, taking a SO aviation maintenance enterprise for an example, it makes deeper reading and exploring on its importance and reality, and then, gives a solution against the existing issues. For promoting the applying, extending and developing of the SCM, raising the level of management of SOE and finally for improving work efficiency, it take a positive work for the creation of the said theory.
