I put forward the construction of civil air-defense facilities of S city to adapt to new situation of financing model. S City could set up the construction of civil air-defense facilities financing platform. S City could use the financing platform to raise money by BOT, TOT or ABS. The market funds could make up for lack of funds for construction of air-defense facilities construction.
