A Research About The Government’s Risk Of Civil Air Defense Bot Project In Jinan Huaiyin Square Project

The BOT model which has the advantages on reducing the government financial burden, expanding the investment channel and transferring risks has been used expensively for the infrastructure construction in China. However, the civil air defense engineering construction still mostly gives priority to the government fiscal investment, which lead to the rarely used of BOT model, even if the increasingly important role it plays during the utilization of urban underground space with the development of the academic research and facilities establishment. Nevertheless, the low-cost BOT model will become the trend of the construction of urban civil air defense project, for it could reduce the government financial burden.As for the complex risk factors existed in the BOT application, most of the academic research of the BOT model state and analyze the risk of the project contractor. On the contrary, the government who is not the investor is usually supposed to be in a dominant position thus the risks might be taken by the government is easy to be ignored during the operation of the project, which should be carefully deal with.Based on the above, this paper does some analysis and research about the government’s risk in BOT project. Firstly, the paper introduces the definition of BOT project, BOT project’s risk, risk recognize and risk response amply, in order to make use to the research about the government’s risk of the BOT civil air defense project. Secondly, the paper introduces the current situation and existing problem of the BOT civil air defense project in Jinan Huaiyin Square. Thirdly, the paper do some research about the government’s risk during the preparation period, the building period, the operation period and the transition period of the BOT civil air defense project in Jinan Huaiyin Square. Finally, the paper gives specific corresponding countermeasures to the government’s risks.Through the analysis of a case study, this paper reveals the government’s risks of the BOT civil air defense project, and also some corresponding countermeasures and suggestions which should be helpful for the governmental establishment of the BOT civil air defense project.
