Civil air defense communications alarm is defined as applying alarm and command for the people defense air attack by convey information and issuing kinds of alert quickly and accurately. The protective effect of it depends on the management. Our country has been in peace for a long time. The whole country takes economic construction as the center and the people try their best to construct socialist spiritual and material civilization. Chinese civil air defense has developed over 60 years and it has already have certain scale. So, the problem of civil air defense communications alarm for the government is how to keep a good condition for defense by managing it.On the perspective of the Stakeholder, this paper construct the management of civil air defense communication alarm system in the city of G as the research object. The first chapter states the selected topic background and significance, instruct research status at home and abroad and the research train of thought and describes the origin of civil air defense and development at home and abroad, especially shows that the communication alarm is a module of civil defense and must follow the basic principles of the construction and management of civil defense. The second chapter defines whom they are and how important within the management after the introduction of stakeholder theory. The third one first introduces the management structure and performance of it in City G. Points in the second quarter shows three aspects of difficulties. Then the forth one analyzes causes due to different stakeholders. The fifth one in acknowledge reality under the premise of legal regulations, management requirements, puts forward some measures to improve.
