Changsha Lushan City Construction Investment, Ltd. (hereby after called Lushan City in brief) was born to broaden the fund sources of city construction.On the basis of the analysis of domestic and foreign-related field and study of relevant literature, this text surveys and analyzes the financing investment of Lushan City. Luchan City has some in-depth level contradictions because its financing system is running under the traditional frame and fails to realize a good circulation. There also exist other problems in the field of infrastructure facilities in Lushan City, such as single investment subjects, relatively narrow financing channels, management inefficiency of infrastructure facilities and poor government regulation implementation, etc. These issues are gradually becoming the bottlenecks for the development of Lushan City.Then, how to reform the infrastructure facilities financing system, change its ongoing system bottleneck, facilitate an innovation of its system and mechanism, enhance the supply efficiency to maximize its utility are the essentials of this paper. To solve the financing problem of Lushan City, this text has brought out a series of measures, including making a clear financing status, broadening city infrastructure facilities financing channels, activating company inventory and integrating the company management system etc.Some security measures are put forward to make sure the effective execution of these policies. For instance, the government should create an effective mechanism and an investment environment, and optimize the decision-making process of project establishment and financing models. These policies and securities measures will help the healthy development of Lushan City infrastructure facilities and set up a good example for other investing companies as well.
