Civil-military integration is the modernization of national defense and army deep integration into the social and economic development. It combines the modernization of national defense and army building, and economical society’s development in a wider range of higher level, and on a deeper level. It can comprehensively promote civil-military integration of the various fields of economy, such as science, technology, education, and human resources. It can provide a great resource and sustainable development of staying power for the modernization of national defense and the armed forces. To promote the development of military and civilian integration,the country needs for the breakthroughs in key areas to boost the overall jumped integration through Information Industry. In general information industry is different. The information industry is a product differentiation, the good used rate of military and civilian rate, the high rate of R&D and product commercialization industry. To a large extent determine, the level of development of the information industry the military power of national defense and the civil efficiency of contribution of production resources. Developed nations’defense and social information are basically dominated by private companies. Defense procurement guides the private companies’ R&D and IT by the specific influence of the defense sector. In China, because of the separation of departments and historical issues, the government lacks the system of military and civilian transformed effective market operation on information industry. The information products of military and civilian "dual-use" in conversion are not perfect in the market and commercialization of military transforming to civil and civil transforming to military. The information industry’s elements input unreasonable distribution. The information industry of military and civilian "dual-use" is the low degree integration. It is difficult for military transforming to civil technology which the defense sector master cutting-edge IT. It is dilemma that the private sector inputs inadequate investment in research and development of information industry. It is the difficulty problems for the civil-military integration of information industry:"what integration is it" and "how integration is it. The defense industry and civilian industry has the different purpose and role of information technology which products are put into R&D. Defense industry stressed that enhance the combat effectiveness of defense equipment. The civilian industry information process is the emphasis on the civilian industry resources allocating efficiency and production efficiency improvement. There are many problems and contradictions in "dual-use". The main contradictions in the information industry of national defense and civilian sectors of the information industry is the sector’s division, resulting in low efficiency of information resource allocation, difficult diffusion of information technology and the low level of military and civilian markets and commercialization of information products, the slow process of the national defense and social information. This paper is under the premise of the defense procurement market by limited government departments on the development of IT of civil-military integration. We use the game theory and information economics theory that analyze the impacting factor of public policy innovation and of inputting in IT. We design a mechanism which is implemented by defense procurement sector to finish the development of information industry, R&D of information technology, and information products project contract. The paper explores the feasibility of developing civil-military integration of information industry path and solves the technical barriers of its conversion. This paper uses the normative analysis and empirical analysis, quantitative and qualitative analysis methods, comparative analysis to research information industry development mode. Normative analysis and empirical analysis of the content is to build a model of development of IT of civil-military integration, through mastering knowledge of game theory and information economics, knowledge spillovers and technology transfer, and put forward the feasibility of development path and other issues; Quantitative and qualitative analysis is to study issues such as the determination of the degree of civil-military integration of the information industry; The comparative analysis of the study will give the idea of development of the information industry in line with China’s actual situation of civil-military integration by comparing the different countries of the civil-military integration of Information Industry Development Goals. Important innovation of this paper is based on the theory of knowledge, knowledge spillovers and technology transfer to build a defense procurement industry projects in both military and civilian departments fusion game model. By using the theoretical analysis of the model, and complying with the information industry of China’s national defense and civilian development stage, this paper will give the path to the integration of the development of China’s military and civilian information industry very long time, but also is a new topic for theoretical research.
