Research Government Administrative State-owned Assets Management

The state-owned asset is the necessary material carrier for the government administra tives to provide public service,it belongs to the category of public assets and is an importa nt economic resource of government. The state-owned asset management is the extensibil ity of state budget management and the extension of performance management that plays an extremely important role in government public management and public utilities develo pment. Strengthen the state-owned asset management has important and far-reaching signi ficance not only for the current deeping reform of the budget management system in our c ountry but also can improve the project performance of fiscal expenditure and increase go vernment public finance income.In recent years,many government has made positive exploration in the state-owned a sset management and has made a remarkable progress.But it should be noted that the rese arch on it still at a primary stage. Sanming City has also occurred several changes in the state-owned assets management of administration, they through the exploration of "centralized management-decentralized management-centralized management". Although encountered difficulties and setbacks, they made a lot of achievements and the total amount of the current assets have a considerable scale. However, the existing top-level design is not complete and the management system is not perfect, which caused the embarrassing situation of Sanming City administrative institutions of state-owned assets management in unsmooth system and unclear responsibility. In allusion to the problems such as the imperfect system, the weak management of element task, the lack of management idea, the serious loss of state-owned assets and the unfair of assets allocation, it is very urgent to explore and study the local situation of the state-owned assets management of administration in Sanming City.In this paper, takes administrative state-owned assets as research object,gives a detail ed analysis of the basic connotation of administrative state-owned assets,then uses the fun damentals of the public goods theory,public budget management theory,performance eval uation theory,through literature review, field research, visited seminars,questionnaires and other means,begains study by adopting the combination of literature research, theoretical research and empirical analysis,and the combination of quantitative analysis and qualitati ve analysis methods. Systematically analyses the current situation, problems and reasons o f the state-owned assets management of adminstration in Sanming City,finally on strength ening the state-owned assetsmanagement of adminstration, proposes the overall design, to the problems exists in related aspects, puts forward countermeasures and suggestions rese arch mainly includes the following six parts:The first part elaborated the research background, purpose and significance, researc h status at home and abroad, research contents, methods and technical route. It is used to pave the way for the full text of research ideas.The second part of the administrative connotation of state assets, the basic characteri stics and classification definition, elaborated the theory of public goods, the theoretical ba sis of the relevant public budget management theory and performance evaluation theory, t hen analyze the strengthening of administrative management of state-owned assets the ne ed to provide a theoretical basis for the full study.The third part studies the situation of Sanming administrative management of state a ssets, the first analysis of the overall development of carding Sanming administrative state-owned assets; second analysis Sanming administrative situation of state-owned assets ma nagement system.Finally, the questionnaire data, analyze the current situation in Sanming City administrative state-owned assets management team has laid a solid foundation for t he further study and analysis of specific issues.The fourth part from the asset management infrastructure, asset allocation and acquis ition, asset utilization, asset disposal, asset operations, assets define property rights and as sets appraisal seven links, to analyze the existing problems of Sanming administrative ma nagement of state assets, and through the management system, management philosophy, s upervision and management,analyze the causes of problems in Sanming City administrati ve management of state assets, and provide a theoretical basis for effective countermeasur es and suggestions put forward.The fifth part of the basis of a comprehensive analysis of the text on the front, use th e specific caseto sempirical analysis, identify the entry point for the suggestions, and then design the general idea of "government-owned, financial regulation, possession and use of the unit,"from the theory, finally put forward five specific optimization measures "to r ationalize the system, clear responsibilities, a sound system; transform management idea; reshape management processes; improve laws and regulations; innovat ion management" to strengthen the administrative management of state assets.The sixth part presents conclusions and deficiencies, and then prospects for future re search.
