The Research Of Information Technology Application To The Administrative Asset

Administrative asset is not only an important part of the state-owned assets, it also fulfills an significant part of public service of government. So the management of increasingly large-scale administrative asset relates to the rational allocation of state-owned assets and the effective use of financial resources, and it will be great value to the building harmonious comprehensive coordinated society and the promoting economic. The administrative asset still exists many problems due to various reasons at this stage, we needs to take measures to reduce the administrative costs that due to the distance and time, so as to improve efficiency in the management of administrative units and achieve effective use of state resources. One of the useful way is the information-technology management systems.This paper uses the qualitative analysis, lessons learned and case analysis and other research methods. It firstly expounded the relevant literature of administrative asset, and then analyzes the concept, status, management systems of the administrative asset, analyzes the application of information technology system in the Bureau C as a case analysis. It also summarizes the state-owned asset information management objectives and five functional modules, the information systems budget and purchasing management, physical asset management, report management of state assets, query statistics, system maintenance. To solve the state-owned assets management problems in bureau C, we strive to achieve full electronic of the budget, reporting, auditing, procurement, inspection, registration, allocate, reported losses scrap and other physical asset management of the state-owned assets. Finally, we use the case study of the bureau C as a example to propose three recommendations, broadening the scope of the information technology management, accelerating the information platform construction, protection of information security issues, so as to promote the administrative asset information management.The research promotes the application of information technology in the state-owned assets management system and enhances the level of administrative assets management. It also has both theoretical and practical significance in the administrative asset management and can be widely used in the administration, research, education and other units.
