In the vast state-owned asset system consisting of Operating state-owned asset, administrative state-owned asset, resource state-owned asset and state-owned financial assets, the share of administrative state-owned asset does not take much. But under the background of stable economy, expanding government revenues and public goods supply, administrative state-owned asset is growing with rapid speed, remarkable function and complex structure. Currently, the total value of administrative state-owned asset reaches 16 trillion yuan. In face of this large amount of administrative state-owned asset stock, how to manage it effectively becomes a significant project. This paper studies the management mode of administrative state-owned asset.Firstly, this paper introduces the definition, form, source and background of administrative state-owned asset in China. Then it draws forth the significance of conducting research about administrative state-owned asset, which is the way of managing administrative state-owned asset needs to adapt to financial reform and the development of socialist market economy.Secondly, on the basis of thorough explaining of the history and current status of administrative state-owned asset in China, this paper analyzes the management mode of non-operating state-owned assets in foreign countries, including Japan and Korea, Germany and Australia, America and Canada, summarizes their features and uses them for reference. This paper gives a specific introduction of organization structure, work and procedure in terms of administrative state-owned asset in Jinzhou New District in Dalian, meanwhile, analyzes the problems existing in the current management mode.Finally, this paper proposes suggestions and measures about administrative state-owned asset in China, including management on scale, assessment, disposal, revenue by means of comparison case and mathematical model.
