| Ordinary highway is the main body of the national highway system, which has extensive coverage and can service for the most public in the urban transport infrastructure. At present, the ordinary highway has become an essential part of people’s life. In recent years, China’s highway construction has made great achievements, but with the complition of ordinary highway construction and put into use, the last part of its construction-maintenance management issues stand out. The prominent problem is the fund raising for maintenance and its management. Since 2009, China has begun to implement the reform of refined oil prices and taxes and fees, the general highway maintenance funds is no longer running through the budget management channels, but into the budget management areas. At the same time, its execution is strictly accordance with the "two lines of revenue and expenditure" mode. However, the concept of "focus on construction but contempt maintenance " has not been changed in time, so that the problem of difficulties in maintenance financing and unstandarized management extremely stands out.According to the research ideas of" problem pointing out, problem analysising and problem solving "and the theories of public products and financing management, this paper uses the methods of literature induction, interview and data analysis to study the problem of maintenance fund collection and financing management of Fujian province. Based on the analysis of the current situation of maintenance fund collection and management and financing requirement later in Fujian Province, this paper argues that there exsists these issues:imperfect system of maintenance fund collection and management of using in Fujian province, risky capital budget management, narrow fund raising channels, retained maintenance funds, low efficiency of using and management funds and so on. Besides, this paper points out the main reasons leading to the exsists of issues are unhealthy legal system, confined management system, unstable policies, lack of the conciousness of financing among managers and insufficient attention in government departments. Based on the above reasons, combined with the highway maintenance and financing management practice experience in domestic typical provinces such as Guangdong, Guizhou Province and the United States, Japan, this paper put forward targeted countermeasures such as enhancing the leading role of government on financing, accelerating the legal system contributed to the maintenance collection and management of using, consummating the internal management system of maintenance funds, forming a diversified financing channels and formulating and implementing a stable maintenance fund collection policy and earnestly intensifying the maintenance fund management. |
