With the development of economic globalization in recent years the state-owned enterprises face bigger and bigger competition pressure. Innovation of corporate management is the key for them to survive and develop in the market with fierce competition. Performance management is the most important module of corporate human resources management. It plays a pivotal role in the enterprise management. Establishing a set of effective performance management system is the crux of transformation and upgrading especially for the state-owned enterprise group.As a local railway transportation enterprise, S Group Company is the vanguard of the national local railway transport enterprises. In recent years the company makes efforts to promote the reform of labor, personnel and income distribution. A new enterprise operation mechanism has been set up and it creates a relaxed harmonious and positive development environment which promotes the sound and rapid development of the enterprise. However, the disadvantages of existing performance management system in the enterprise headquarters become increasingly prominent with the changes of business development and personnel structure. The market competition becomes more and more fierce. It is critical for the S Group Company to explore the establishment of a complete set of staff performance management system whether the Group can hold foot in the province, develop nationwide, create greater economic and social benefits and play a positive role in the national economy and the people’s livelihood as a state-owned enterprise.In this thesis we research the connotation of performance and performance management, the framework and theoretical basis of performance management system. The theory, the related technology and methods of performance management from home and abroad are reviewed. The methods of case studies, literature research, questionnaires and others are adopted to analyze the status of S Group’s performance management. It points out the existing problems and deficiencies of the Corporate Performance Management. Finally, according to the analysis of the problems we design a set of performance management system based key performance indicators, management by objectives and position responsibilities for state-owned enterprise headquarters, and the deficiencies of the research are also indicated. We hope the thesis can provide some references to the research on performance management in group company headquarters of similar state-owned enterprises.
