Research On The Collaborative Unemployment Insurance System Under The Free Movement Of Labor Force In Beijing-Tianjin-Hebei Region

The national strategy of coordinated development of Beijing-Tianjin-Hebei region put forward in 2015 has become an important transformation opportunity.For a long time,although the development of Beijing,Tianjin and Hebei region is gradually in line with each other,inevitably the uneven development exists between regions.The labor mobility among these three regions is becoming more and more frequent with the well-development transportation.On the one hand,the flowing labor force can promote the optimal allocation of labor resources and promote the further development of the regional economy;on the other hand,the free flow of labor is faced with many institutional obstacles,among which the social security system difference is the biggest.From the perspective of promoting the employment situation,Tianjin and Hebei region is restricting the free flow of labor and the coordinated development of the three places.Therefore,the coordinated development of unemployment insurance in Beijing,Tianjin and Hebei Province is very important for the coordinated development of the whole region,which also provides the need for further researching.In this paper,literature research,data comparison and qualitative analysis are combined.Firstly,this paper sheds light on the research background and significance and summarizes domestic and abroad research results of unemployment insurance system.Then it defines the related concepts of this subject,combs the theoretical support,and further introduces the financing mode and the benefit level of unemployment insurance policies in Beijing,Tianjin and Hebei province,based on which it analyzes the problems of the hindered coordination and less portability within Beijing Tianjin and Hebei region.According to the problems,this paper then digs into the reason on social level,institutional level and technical level.The last but not least,this paper discusses on how to promote the coordinated development of Beijing,Tianjin and Hebei region and puts forward practical countermeasures in the advantages of Internet Plus.Learning from the experience of the EU social security cross-boarder transfer,the unemployment insurance in Beijing-Tianjin-Hebei region can mirror the method of sectional calculation and marginal personal account,as well as pay attention to the development of public employment service to satisfy its needs of individualization,portability,acquirability and multi-party acception.Whereas,this paper argues that an open method of coordination between regions’ governments is needed to be established and then explains its function from the perspective of social identify.Eliminating each governments’ behavior of pursuing benefit maximization on the psychological level would makes contribution to the process of integrated labor market in Beijing Tianjin and Hebei region,which provides basic conditions for the coordinated development of unemployment insurance system.
