Microsoft Innovation Center (Shaanxi) (MIC Shaanxi, for short) was established in 2013 by Shaanxi government and Microsoft (China) which is engaged in start-ups incubation. Now MIC Shaanxi has arranged 5000 m2 for start-ups incubation for more than 60 start-ups as an international incubator. For the new government encouraging the people to do business creatively and drive innovation, the demand of incubation services is strongly promoted, before the new entity called Public Innovation Space (PIS, for short) came out. With the rapid development of the PIS, the MIC Shaanxi can’t effectively cope with the impact on development and operation. Be lacking of effective strategic planning, strategy and resource management, the performance of MIC Shaanxi appeared a larger decline.Combining the qualitative study, quantitative study and standard methodology to analyze the macro environment, the industry environment and internal conditions of MIC Shaanxi, and find out the policy, macro economy, market and other opportunities and threats it face and the advantages and disadvantages in public relations, enterprise culture, human resources, operation management and etc., and then summed up the strategic elements. The Potter’s 5 force model, SWOT matrix was used to analyze the opportunities, threats, advantages, disadvantages and other elements of the strategy of MIC Shaanxi, and IFE & EFE model was set up to evaluate the internal and external factors to get a series of strategic alternatives. The QSPM matrix was used also to make comprehensive evaluate to the options above, and find the development strategies of strategy developing, internal adjustment, cost control and their specific measures to push forward its long-term development goal.The strategic measures of strategy adjustment, PIS impact coping, internal resource optimization, cost control was designed on the basis of integrating and effecting its resources, which made the development strategy with more systemic and operational to help MIC Shaanxi cope with the impact of PIS and take the advantage and opportunity to make it available for MIC Shaanxi.
