The Chinese expressway has soared, whose total length exceeded 111,900 kilometers at the end of 2014, ranking the first in the world. Its rapid development has paved a solid foundation for optimizing the allocation of resources and facilitating the coordinated and balanced economic development. However, because 96% of the current Chinese expressway is operated in the mode of "Build roads with loans, pay loans by tolling," the wide gap between its income and expenses has led to the considerable social concern and discussion. Therefore, it has become an essential topic for expressway administrations to tap into their internal potentials, strengthen cost management and to improve the efficiency in paying back loans by tolling to ensure its sustainable and healthy development.By applying the literature review, qualitative and quantitative methods and case studies, the research analyzed Shaanxi expressway cost management process existing problems and established the infrastructure cost management system by example of QL express highway. In this paper,Highway cost management is a whole process of management of systems engineering. The key is to improve the management system. To the scientific theory as a means of cost management, specific design and implementation of all aspects of the system, organization, processes, assessment, etc,It would enhance Highway cost management effectiveness.The research findings are directly conducive to the cost management of the QL expressway, thus injecting the new momentum to its efficient and sustainable development. However, the research does not discuss how to improve the cost management of expressways which are under construction because the QL expressway is now in operation. Moreover, questions also deserve further research, such as how to scientifically predict the follow-up cost investment and how to timely update the cost quota.
