Research On WY Expressway Operation Cost Management In Anhui Province

With the implementation of China's "13th Five-Year Plan",in order to meet the needs of the rapid development,the construction of expressways has also been vigorously developed.The construction of the expressway network has taken initial shape,and the links and communication between various regions have become more convenient and faster.While building and developing highways in various provinces and cities across the country,it maintains the high level of highway construction and high operational efficiency.Therefore,the cost control during the construction period and operation period of expressway projects has become a very important issue.The current data shows that the operating cost of expressways in most regions is increasing year by year.The input of related costs and expenses during the construction period is controllable in the previous period,while the cost control during the operation period of the expressway is subject to change and will be affected by many factors.Therefore,the purpose of this paper is to study how to effectively control the cost of the operating period of Anhui WY Expressway in the current environment of rapid socio-economic development.By studying the control of the operating costs of the project,not only can the cost be greatly reduced.Expenses related to the cost of the highway during the operation period,but also can improve the efficiency of the operation and management of the highway.This paper is based on the case study of the cost control of WY expressway in operation period in Anhui Province.Based on the theory of cost control and using the target cost method,the present situation of the cost control during the operation period of the expressway is studied.The full text is divided into five parts.The first part is the introduction.It mainly introduces the research background,research significance,research purpose,research ideas and methods.Under the premise of thorough research and analysis of domestic and foreign literature,using the knowledge of cost control theory mentioned in the previous chapter,it provides a favorable tool for the case analysis and comparison work.The second part is about the basic theory of cost control.It mainly introduces the meaning of cost control,the characteristics and process of cost control,and the basic methods of cost control.It is mainly to use these theories as the theoretical basis for this study.The third part is the status quo and analysis of the cost control during the operation period of WY expressway in Anhui Province.This part mainly introduces the overview of the WY expressway operating company in Anhui Province,and analyzes the problems existing in the control of the expressway during the operation period.The WY Expressway in Anhui Province The problems existing in the control of target cost during the operation period mainly include:the control department is not independent;the management and control are weak;the cost is not scientific,and the accuracy is difficult to guarantee;the profit is expected to be unreasonable and the operability is low;Difficulties;Incentive and punishment mechanisms are not perfect,and participation awareness is poor.The fourth part is the measures to strengthen the cost control during the operation period of WY expressway in Anhui Province.This part mainly aims at solving the problems existing in the target cost control during the operation period of Anhui WY Expressway.The proposed content includes setting up the independent control department.Large cost control and control;decomposition of key cost elements,specific projects to strengthen control;dynamic adjustment of target profits,comprehensively improve operability;establish and improve the supervision mechanism,reasonably improve assessment indicators;formulate effective incentive systems.Increase employee participation.The fifth part is the conclusion and prospect.This part mainly sorts out and summarizes the full text from the three aspects of the status of the target cost control in the operation period of the WY expressway in Anhui Province,and the existing problems and solutions.The outlook for comprehensiveness and applicability.
