Social development and age’s progress prompted the management and revolution of performance appraisal system to perfect enterprise system construction. Administrators gradually refine and implement previous obscure performance appraisal system. Establishment of performance appraisal system is one of the important job contents of human resource department. That how to properly and scientifically evaluate every staff’s contribution and how to improve the working enthusiasm and to explore and reach the potential, exert significant influences on realizing enterprise overall plan. Providing a fair, healthy and positive work platform for staffs and forming a work environment full of incentive and restriction within enterprise, can improve staff’s personal potential and work efficiency; in the meantime that can create good developing environment for enterprise. It is beneficial to realization of enterprise strategic goal and future long-term development. This article takes SEPCO as the research object, discusses the purpose and significance of this article at first; presents the main content and main methodology and approach; and then defines the concept of performance and performance appraisal system; introduces assessment methodology and weight definition methodology; analysis the performance appraisal system current situation of Changsha Material Company and found out the deficiency of SEPCO performance appraisal system by using questionnaire survey; deficiencies include undefined purpose, incomplete understanding, improper examiner, lack of communication in assessment process, link up with salary distribution too much, and ignore the appraisal interview and improvement. On the basis of that, it analyzed the reason for deficiency existing of current system, including lack of knowledge of performance appraisal system, lack of timely communication system, lack of enterprise culture sense. Afterwards, this article defined the purpose and principle of SEPCO performance appraisal system, designed SEPCO performance appraisal system and ensured the weight definition of assessment index by analytic hierarchy process, designed the assessment form; and designed implementation process: Training before implementation-Confirming the assessment steps – Communication and feedbacks in assessment process – Controlling – Assessment result application. In the meantime, it raised a new assessment scheme according to the scheme risks.
