Risk Management Study On A City Communications Room Integration

Along with communication networks evolution, new business and new technologies keep emerging, the structure of communication network has been changed. Concentration and integration of network equipment constantly improved. End machine building occurs hollowing phenomenon because of access optical fiber, province/city centralized establishment of Business platforms, and PSTN switched network. Many of traditional network equipments are out of service, and many of terminal network equipments have been reformed to centralize to the higher level. The integration demand of communication room and network equipment becomes more and more intense.Based on the above issues, Communication operators proposed integration ideas of communications room, by vacating backward machine room and introducing new energy-saving technologies, to save energy and reduce consumption. At the same time, the vacated space can be rented, or transferred to business hall and workplace. It’s in favor of Communication operators to fully develop existing resources and reduce the pressure of construction investment. It can be said, the integration of communications room will be one of the important works of Communication operators’ next operation and maintenance.As a larger risk project, it is very important to manage the risk of communications room integration. Combined with author’s years of experience of operation and maintenance, this paper mainly studies all kinds of risks of the integration procession about communications room and equipment, and also does systematic summaries and analyses. In the studying of risk planning, risk identification and risk assessment, the paper puts the risk management theory and method of project management into the whole procession of communications room integration, and combined with the AHP quantification method, makes a simulation study about the project risk assessment procession using the YAAHP software, puts forward effective risk disposal and risk protection suggestions by formulating risk monitoring and responsive measures.This paper has a great significance on research and practice. The research about risk management of communications room integration, has realized modeling risk management, will be helpful for maintenance department of communications operators to quickly promote the communications room integration, improving maintenance efficiency and effects. At the same time, it will provide an effective reference template for the future risk management of similar communications projects.
