Being as a new developing constructional management science, project management is arousing the extensive attention of the construction company/developer day by day, it is a kind of systematic manager who is responsible for planning, organizing and monitoring the whole process of the construction project by utilizing the systematic principles. Project management should be regarded as a complicated and systematic engineering science with multi-targets, and coordination for all related factors of the project including project schedule, construction cost, and quality and resource management is its core task. To achieve the maximum and comprehensive benefit for the whole project, it is necessary for us to adopt basic theories and method of the modern project management."Energy-saving & Emission-reduction" is our concern nowadays; it has been regarded as the key issue for design and operation in construction sector. As a special-purpose property, construction of Telecom IT rooms has its own special nature of energy consumption. Along with the speedy development of information technology, voice and data communications business have been widely applied in all kinds of industries, thus loading capacity of telecommunications industry is progressively increasing and integration of communications equipments is increasing as well. This is eventually resulted in an increasing power consumption and serious elimination of heat problems in Telecom. IT rooms, and IT room has already become a major energy consumer. The theme of "green" and "energy-saving" has step by step become into a very important issue in telecommunications industry nowadays. Energy consumption of air conditionings in IT rooms has accounts for more than 60% in average; this is the main energy consumption of the entire IT room, and even the whole building. How to secure to achieve the goals of energy saving while satisfying the operational requirement of equipments for Telecom IT room has become into the significant issue that need to be considered on air conditioning design of IT rooms for engineering designers. Project management in practice discussed in this paper is about energy-saving model for telecom IT rooms, being with focus on management of whole process of fresh air interchange program. It took 16 months in total for the whole project from approval and initiation of the project to implementation and test & commissioning, among which, includes 4 months for construction period and 12 months for test & commissioning, cost analysis with test data, and submission of final research achievement. In this article, project management in practice during the research on energy-saving of fresh air interchange program has been presented with application of modern theory and method of project management. And in accordance with the theory of life cycle of the project, not only it provides a scientific and effective method of project management for the whole process of fresh air interchange program from approval & initiation of project during pre-preparation period to inspection & acceptance of the project, but also introduces the management of 3 key stages including initiation, implementation and inspection & acceptance of the project in details. On the basis of proposing a whole-process project management during the implementation of the project, the paper strongly emphasizes upon management for the implementation of the project, not only revolving around the 3 main goals to deliver project management but also working out concrete measures to implement the management in detailed steps. In the last section of the paper, analysis on the project-effectiveness and some key issues need to be improved during the process will be raised up as well.
