Country with civilian for this, hunger breeds discontentment. Food is a necessity for the survival and development of human. Food safety is related to human survival and development, related to world harmony and stability. In China, with about 9% of the world’s arable land to feed 20% of the world’s population, many people and little land is our basic national conditions. For our country to develop a population of 1300000000, to ensure the food security of our country, is very important. But because the grain storage conditions, safety management are not the same, bring many problems to the grain storage safety management. Countries through the establishment of long-term food security and development plan, perfect the relevant food safety management laws and regulations, strengthen the reserve grain storage infrastructure construction, improve the storage conditions, improve the application level of grain storage technology, ensure the safety of grain storage. Donghai County as a national food production hundred counties, Since 2000, the county over the total grain output exceeded 1000000 tons, storage capacity of 300000 tons a breakthrough, the safety management of food storage has become an important task in need of attention.This study is mainly the use of project management theory and methods, to study the development of Donghai County grain storage safety management engineering. In the interviews, quantitative analysis of methods of Donghai County grain storage management analysis, pointed out the five problems of Donghai County grain storage safety management, and emphatically analyzes the seven reasons, the system planning of Donghai County grain storage safety management engineering, and put forward specific suggestions on warehouse management.
