Nowadays, Reform and opening up to 30 years China’s economy has made great achievements in the economy, at the same time, person much land is little,the conflict between land supply & damand are also increasingly prominent. With the rapid development of economy, the demand for construction land is huge, but the supply is limited, in the face of arable land even savings intensive land use, can’t meet the need of the reality of city expansion. Agricultural land and unused land made into construction land, is the important method to accelerate the change of the urban layout of villages. Chinese society of great changes have created many new things, had unprecedented problems. city advance have created the special term land-deprived peasant. The economic construction has occupied a large number of agricultural land, landless peasant is a kind of special crowd in the city.Chinese society into an economic development rapidly, industrialization & technology of the continuous expansion of city,so landless peasants facing challenges. How to properly settle the labor force to promote social & economic delelopment, protect labor rights & their own interests. Not only to became a social topic, but also a social problem of stats have gradually paid attention to solved.In the new situation has not achieved international economic integration, landless peasants’ right should be strictly protected. On the basis of its interests to the future city brings a virtuous cycle,and protect the rights of vulnerable groups. We must address the livelihood problems we face.
