The industrialization and urbanization of China have sped up under the influence of world's economic globalization. On the one hand, people's urbanization and extension of urbanization are the mainstreams during the process;on the other, more and more lands of the collective ownership are taken up by the nation, which causes large quantities of peasants to lose their lands and become landless peasants. After losing the only means of production—land, on which the peasants depend to earn their livings, the subsistence and employment of those peasants become a hot issue of great social concern. How to guarantee the legal rights and interests of the landless peasants and how to make appropriate arrangements for their future have become fundamental factors in social security and sound development of the urbanization. Based on analysis of the issues in China's urbanization, the thesis attempts to propose a new way of urbanization suitable for the actual conditions of China, which can in return solve the problems mentioned above. The mainbody of this dissertation is composed of three parts:In Part One, we analysed the disadvantages of the current way of urbanization, mainly from the perspective of issues caused by landless peasants, villages in city, and peasants' role-shifts.In Part Two, the author discussed the main factors which result in the disadvantages mentioned in Part One in detail, from the perspective of the current land system, the dual social system of town and country, and the functional alienation of grass-root organizations in the rural areas. Furthermore, this part expands on the necessity of the guarantee of landless peasants' rights and interests.Part Three puts forwards a new way of urbanization in China, that is, guaranteed urbanization. By way of propelling industrialization, regulating industrial structure, enlarging employment, the employment of the landless peasants can be guaranteed. Moreover, their rights and interests can also be guaranteed by means of the reform and innovation of household registration system, land laws, employment laws, social security laws and the democracy at the grassroots level. Thus, both town and countrywill develop in harmony.
