Research On The Problem Of The Rights And Interests Protection Of Landless Peasants In Urbanization Construction

Urbanization is an inevitable trend of modernization and industrialization, and is also an important characteristic of the modern society. With the development and construction of towns entered the fast expansion, the urban scale also expands unceasingly in our country. However, a lot of lands were expropriated with the urbanization process, which changed production methods and the rights and interests of social structure. This resulted in social groups of landless peasants, and the number continues unabated. Although the Chinese government has taken the appropriate means and measures for resettlement compensation, after losing their land to their life, the landless peasants lost their farms and jobs, and became the people with no farms, no employment, and no guarantee. If this situation continues to exist, it will affect the social stability, and may become the hidden danger to harmonious society. Therefore, the study of land-lost farmers rights and interests protection, summary of the deficiencies and improvements of the present policy, specific solutions according to different situation, all these problems need the government to face and change.The main purpose of this study is to explore how to deal with land-lost farmers’ problem.For land-lost farmers’rights and interests protection problems, this article from the relationship among the three, using the data from Rizhao land-lost farmers rights and interests protection sampling survey, combining with the local relevant documents, analyzes the present situation of land-lost farmers’ rights and interests protection in Rizhao. Based on the theory of responsible government, polycentric governance theory, social justice theory and social security theory, through literature analysis, comparative research and empirical study method, etc., this article is divided into five parts on the issue.First comes the aim, meaning, research at home and aboard, and study methods. The second section focuses on introducing some related basic concepts and theoretical basis. In the third part, the author will first show the overall situation of China’s urbanization, then analyze land-lost farmers’ rights and interests protection problems in Rizhao, Shandong province. In the forth part, the author will examine such problems and solutions in developed countries. The fifth part mainly explore the feasibility countermeasures and the suggestions for land-lost farmers problem in Rizhao, including:In the building of the land-lost farmers’ social security system, led by the government as a driving force, guaranteed by comprehensive supervision, in order to realize "the urbanization"; Improve the land acquisition system, and safeguard farmers’right to know and the right to participate; Improve the system of resettlement compensation, and protect of property rights of the land-lost farmers; Improve the security system of land-lost peasants, and safeguard the sustainable rights and interests of land-lost farmers.
