The low price of the Labors stimulates the economy in our country, but more and more migrant workers also means less and less and less labors in rural county for farming working, and this not only produces social problems, such as left-behind children, but also produces such phenomenon that land is being abandoned, threatening our country’s food security; At the same time, with the popularity of mechanization, a single farmer can cultivate more and more land, but is restricted by the reality of scattered distribution of land. This creates a strange situation that one party has land but abandons it, and the other side has no land to cultivate. Apparently, this is not only a waste of land resources, also is a waste of human resources.One of the ways to solve the above problems is to circulate the land effectively. It will centralize the scattered land, then farmers who want to cultivate vast of land can use it to farm, which is good for both of them. At the same time, scale management will produce some positive external effects, through the land circulation, such as the modernization of agriculture, timely adjustment of industrial structure and so on. Regions also research for suitable model according to their own situations, becoming the representative, such as Shaoxing land trust models, Shanghai Songjiang family farms. These patterns have achieved great success, and have become a target for all regions to follow. This article takes counties in Zhejiang province as an example, using factor analysis and analytic hierarchy process, and compare them with Songjiang, Keqiao to find out if they have obtain the same factor to imitate them, and puts forward some policy suggestions on this basis.This article is divided into five chapters. The first chapter is mainly about the background and its practical significance of the research, especially after the central issued about land mortgage documents, land transfer will become the focus of some provinces. If got strengthened, land transfer, to a certain extent, will ease the problem of getting a loan for farmers; The second chapter is a summary of the achievements of many scholars who did the same researches before, including the benefits of land transfer, restricting factors of many aspects,, also including economic theory related to land transfer, illustrating the land transfer in theory. Also the second chapter includes the interpretation of the motivations for land transfer. Its main reason is the contradiction between China’s growing calls for scale operation and scattered, small area of land distribution in our country. Many scholars realize that large-scale farming can increase the income of farmers on the basis of plenty of research. The third chapter is about the present situation of rural area land status quo and the land transfer, and the two typical representatives in our country. Land in our country has the characteristics that the per capita land is relatively small, and its distribution is scattered. Based on this, if you want to achieve scale management, you have to make it through land transfer; It also illustrates the necessity and urgency of the transfers of land at the present stage. While the two models of Shanghai Songjiang farm, Shaoxing KeQiao land trust in the aspect of land transfer has achieved good results, and accumulate lots of experience across the country, so in this paper, it discusses the Shaoxing Model and KeQiao Model in details; The fourth chapter ranks the levels of counties in Zhejiang province through factor analysis and classify them, and then compare them with Songjiang Model and Keqiao Model to find if they can imitate; The last one is the issues and suggestions about land transfer policy. |
