The Research On Realizing Peasants’ Interests In The Period Of The New Round Of Land-Transfer

In 2008, the third plenary session of the 17 th made the major decision about promoting rural reform and development. It begins to carry out new land system reform, and a new round of land-transfer begins. The new round of land-transfer is on the basis of the first and the second land-transfer since from. The purpose of the land circulation is to realize scale management of the farmland, promote agricultural modernization development and increase farmers’ income. In the process of the land-transfer, farmer’ interests is protected, and it promote farmers’ production enthusiasm. This paper systematically expounds the theory of three rounds of land circulation, and deepened the understanding of Marxism about the relationships between land resources and farmers’ interests. At the same time, we know the new characters and achievements that the rational use of land resources produced. But in a certain range, there is something to be perfected. In the process of land-transfer, farmers’ interests’ relation face some difficulties. In order to solve these difficulties, this paper analyzes the reasons of these problems and puts forwards the countermeasures to realize the interests of the farmers.This paper includes three parts, the basic contents as follows:The first part introduces the new round of land circulation and the theory basis of realizing farmers’ interests. The new round of land circulation is on the basis of the first and second land-transfer, and its purpose is to make up for the disadvantages of Household Contracted Responsibility system. The new round of land-transfer realizes the adjustment of production relations and presents some new characteristics. Marx’s and Engels’ s thought about the interests of farmers is the fundamental theoretical basis.The second part elaborates the situation of the interests of farmers. A new round of land circulation achieves the efficient use of resources, promotes the agricultural modernization, speeds up the pace of urbanization and increases the farmers’ income. But as a result of land circulation system is imperfect and the land circulation market is not mature, achieve the interests of farmers also faces some difficulties. For example, the land circulation is not standard; the use of the land changed; land requisition compensation is too low.The third part puts forward countermeasures to realize the interests of the farmers in the round of land circulation period. The government and related departments should adhere to the principle of stabling contract right and allowing flexibility to use; perfect the relevant land-transfer system; cultivate and develop land circulation market and realize and maximize and the interests of farmers.
