In recent years, agriculture-related skills training personnel problems caused by more and more scholars’ attention, they generally think of agriculture-related training of staff skills is a key issue related to economic and social development, but also an important part of agriculture issues. While agricultural production in China has been occupying a pivotal position, so the problem of agriculture-related skills training personnel in our country is very important. In this regard the CPC Central Committee has given full attention, which in 2013 the first document in respect highlighted the importance of agriculture to improve staff skills training, various local governments have also introduced various training support policies to support. But part of the policy document issued at this stage of training projects are overstaffed, and there is no tangible training effect, but many farmers also did not participate in such training. So what farmers do not want to participate in the training of the reason is that what the reason hindered the promotion of agriculture-related issues such as skills training appeared in front of us. This study selected samples to Wuxi Huishan located in China’s most economically developed, "Yangtze River Delta" hinterland, Huishan as economically developed regions, the modern agriculture industry has been at the forefront of Jiangsu Province, while training to become a natural development of modern Huishan important issue of agriculture, so this study chose Huishan sample. Huishan also studied by means of training issues can also provide a good reference template for other regions in China, to identify impediments appear in the promotion of agriculture-related skills training process.The main purpose of this paper is to participate in skills training of agricultural staff size willingness to participate in skills training relationship with the wishes of factors, namely agriculture-related skills training personnel to participate in what are the main factors affecting willingness to subject? The main factors affect willingness? Whether farmers have participated experienced than non-experienced farmers have participated in a stronger willingness to participate? Based on the above objectives, the present study based on farmers’ rational man assumptions and human capital theory, statistical analysis, factor analysis, and two yuan Logit column linking selection models to analyze the agriculture-related personnel to participate in skills training willingness size and willingness to participate in skills training factors relationship. In the study, we draw the following conclusions:(a) farmers for agricultural skills training has a certain perception, but it is not deep, the survey found that very few farmers a clear understanding of the specific content of the agriculture-related training recognize most of the farmers are floating on the surface; (2) the willingness of farmers to participate in skills training generally more intense, but at this stage of training effect but then are not satisfied with the level of supply and demand on this technology can easily lead to inconsistencies strong willingness to participate can not be converted to actually participate in behavior; gap between (3) current Status and training of farmers expect training, mainly in terms of training time-consuming way of coaching and training effects; (4) farmers participating in agriculture-related skills willingness trained mainly by age, education level, physical condition, the annual agricultural income share, production area, training experience, around participation, as well as whether the effect size of cognitive training programs and publicity surrounding factors. In which the higher education level, the better physical condition, the higher the income, the greater the production area will facilitate the willingness of farmers to participate in training, similar to the effect of there with the promotion of the impact of training to participate in experiences, the people around them to participate in the case, the positive effect of training evaluation and publicity around the project, while other factors such as older farmers will hinder their willingness to participate in training. Therefore, this study proposes a further increase penetration propaganda improve training, to strengthen the leadership of agricultural policy recommendations to improve the training project management training process and to encourage cooperatives and other NGO participation.
