Following rapid development of the society and improvement of populace’s cultivation, demand for educational training market is getting larger and larger. Thus training agencies increase constantly, and the competitions grow fiercer and fiercer, which results in sharp decrease of training staff, large flow of people; and negative growth of profits. Against at this fact, the GG training center is determined to solve the problem of employee incentive mechanism, which can promote the employee specialized quality, and stimulate their passion and ability to innovate. At the same time we hope that by enhancing their sense of belonging and pride to the GG training center, the agency can retain more knowledge-based employee, improve their work efficiency and thus cope with the intense competition.This essay takes the theory of salary administration, incentive mechanism, knowledge organization, and knowledge-based employee. Based on the GG training center, the author interviews the employee and lets them complete questionnaires, analyzes the current problems of its incentive system, and reveals the root causes. Combining modern human resource management and motivation theory, the paper designs a new suit of incentive mechanism from examples of the center and the knowledge-based employee. It aims at arousing the knowledge-based employee’s potential, developing their positive role, strengthening their sense of belonging, and thus retaining more talents, and exerting the optimal combination of talent and the center. The author believes that it can be significant for the GG training center to establish a suitable incentive mechanism. Also, this study provides a good empirical demonstration for the same type of agencies as for how to stimulate knowledge-based employee.
