Incentive mechanism is in essence of the question of human resources management. Through stimulating the enthusiasm, good incentive moves can motivate people to the expectation direction. People are the objects of inspiration. Knowledge-based talents are the most valuable assets, and the key to win in the market competition for enterprises. Urgent task of human resource management is to search for effective incentive ways suitable for different sectors of private economies. On the basis of the discussion about incentive theory, the article is trying to summarize the basic rules of stimulation, explore effective incentive mechanism suitable for HR management in private training enterprises, combine the connotation of the incentive theory and the features and current private economic situation of JOY training center, and set up the effective incentive mechanism influential to JOY. Through the efficient implementation of incentive programs to help the realization of HR management and business development strategies, to provide a series of principles and techniques to build the mechanism, and to penetrate into every aspect of specific management so as to upgrade the overall level of JOY HR management.Through statistically analyzing of the designed questionnaire, the paper first thoroughly analyzes the characteristics of knowledge-based employees'requirements in private training enterprises and eventually comes to 6 leading motivators: wages and benefits, management system, teamwork, business prospects, work achievements and performance evaluation. Meanwhile, the thesis analyzes the existing problems of undefined incentive goal, unfair motivation mechanism, non-discriminatory system, incorrect way to motivate, as well as irrational flow of talent caused by the unreasonable system. In view of it, determining the design principles of man-made principles, the principle of fairness, innovation, on-demand incentives, specifying the goal to help enterprises change employees'mode of thinking and concepts, foster a good atmosphere, enhance the rallying power of the enterprises and ultimately improve work efficiency and competitiveness, establishing comprehensive programs inclusive of material, spiritual, training, honor and culture incentives, simultaneously giving the staff assessing methods and index system to provide a basis for the enterprise implementation of the "effective incentive strategy". Relying on security systems of reasonable social welfare security system, performance evaluation system, analysis of the work of the system and dynamic management system, making the contingent of incentives more professionally, improving enterprise information management systems, and creating a high degree of harmony incentive and restrictive business environment, organization and management incentives in order to ensure the effective implementation of the program. This research attempts to provide lessons for private training enterprises to implement incentive mechanism for knowledge-based employees, at the same time, bring operational incentive strategies for JOY English Training Center.
