Research On The Emergency Logistics System Optimization Of DH Company

With the promotion of dual forces between the social reform and information technology, China’s Logistics industry is developing rapidly. However, the emergencies in all walks of life occur more frequently, a large number of emergency needs can’t be met under the traditional logistics system. Therefore, emergency logistics, as a very important element in the emergency management, it connects modern logistics and emergency management, conform to the development trend of the modern society. Electric power company is both the lifeblood of national economy and the relationship between state key leading enterprise of national energy security, it shoulders major social responsibility of utility companies, how power companies process as soon as possible and find the most secure way to meet the demand of the emergency logistics, shorten the response time of emergency and increase the degree of resource conformity and material mixing speed has drawn great attention of the government and the society as a whole.In this paper, we first systematically study on the emergency logistics research in current at home and abroad and grasp the main opinions and achievements. Then we propose research outlines of this paper. On this basis, we further make a survey on the DH company actual emergency logistics and analyze the requirements, structure and operation process of emergency logistics system. Then we evaluate the company emergency logistics system by the AHP-Fuzzy Comprehensive Evaluation. We realize that the emergency logistics operation system and emergency logistics command system have important influence on the emergency logistics system, and the emergency logistics operation system and emergency logistics command system are the weak link of emergency logistics system. Concretely they are not perfect in four aspects, concretely including emergency logistics plan, emergency information platform, emergency material reserve management and resource scheduling. Finally, we present that the keys for enterprises emergency logistics system optimization are emergency logistics command system and emergency logistics operation system. At the same time, we make some measurement for making up the shortcomings mentioned above. For the emergency logistics command system, we propose the emergency management organization system optimization measures, prepare the enterprise emergency logistics operation plans system, design the response model based on operational plan and optimize the logistics information platform. For the emergency logistics operation system, we establish a set of warehouse management method, optimize the emergency supplies storage information system and establish responding scheduling scheme optimization model. The research has certain practical value to improve the efficient and orderly operation of emergency logistics system.
