Emergency Logistics Material Reserves Management Strategy Study

In recently years, emergencies such as natural disasters, accidents disasters,public sanitation and social securities occur frequently. Facing the outburst and uncertainty of crisis, the existing emergency management system in China is unable to deal with various emergencies effectively.In the implementation of emergency logistics, the emergency supplies is the core of protection. The level of reserve of emergency supplies is directly related to the effectiveness control of various emergencies.It can avoid disaster expand and make losses minization. Therefore, researching and exploring the theory and the effective measures of reserve management of emergency supplies, aims to improve the response capacity of emergency logistics system and enhance the level of emergency logistics.It not only has theoretical significance, but also more practical value.Firstly, on the whole, it divides reserve management of emergency supplies into the following three groups:the forecast and classification,the reserve management and the purchasing management of emergency supplies. Then, it studies each group further more one by one.In the second part of this paper,it put emphasis on the demand forecasting and classification of supplies.The paper uses the theory and method of fuzzy inference and constitutes fuzzy model classification.It avoids the subjectivity and arbitrariness of judgment by means of experience to classify the supplies requirement.In the third part of this paper, the advanced classification method is discussed according to the characteristics of emergency supplies inventory. An index system for evaluating emergency material is put forward. A new classification management strategy of emergency material is studied based on fuzzy comprehensive evaluation.Moreover, the modern mode of inventory management of emergency material is discussed, and the inventory management strategies for emergency logistics are set up from the aspects of classification, requirement forecasting, and stock control tactics. A random model for inventory control is probe into.In the last part of this paper,aiming at the emergency purchasing and based on the influence factor analysis of selection of emergency material suppliers,this paper constructs the multi-objective suppliers selection model based on delivery,quality and price.Moreover, the selection and management of supplier is one of the most inportant circulation in the emergency purchasing.It is not only influence the successful and result of project,but also affect whether the project can be put into effect or not.This paper discuss to establish effective management of the supplier system.It is helpful to the increase of efficiency and avoid risk in the purchasing.
