The development of modern enterprise faces increasingly competition. By the fact that talents are the driving force to the development of the enterprise, the measures to stimulate employee’s positivity and creativity in work and fully put their wisdom, ability and enthusiasm into the work for more benefits to the enterprise have became the key issue which attracts the attention of many modern enterprises.A Tendering Company is the "AAAA" tendering agency with the highest and most comprehensive qualification in Liaoning province. The existing incentive scheme of the enterprise has active influence on the employees to some extent, which promotes the development of the enterprise. However, some problems appear in the process such as the discontents among the employees in fields of promotion, training, information publicity and participation in decisions, seriously restraining their enthusiasm during the work.According to the conditions of both interview and questionnaire of the employees, the paper analyzes the problems existing in the incentive scheme at present stage on the basis of relevant incentive theory. Designed by principles of justice and equity, integration between material incentive and spiritual incentive, differentiation incentive, as well as long-term and short-term incentive, the paper proposes the improving measures and optimizes the present incentive mechanism from five dimensions of work incentive, wage incentive, personal growth, emotion encouragement and organization environment. In the hope of implementing these measures, the paper plans to stimulate employee’s positivity and creativity in work in a more effective way with constant progress. As a result, these measures will raise the enterprise’s performance by a big margin, and help the enterprise achieve sound and fast development. At the same time, the measures can also enhance employee’s personal ability and quality, which will be beneficial to personal improvement and help them develop together with the enterprise. Finally, the employees will benefit along with the enterprise to achieve "win-win" results.
