The Operational Risk Management Research Of Guangdong Highway

The highway is basis infrastructure to the rapid development of social and the economy; it is also a prerequisite for the realization of social circulation, production and consumption. In recent years, in order to response to the financial crisis, the development of Guangdong Highway became faster, it accelerated the economic development of Guangdong Province, and it satisfied its social and economic benefits. But because of the characteristics of Highway, and the changes of operating environment, it brings great risk to Guangdong Highway.It has more researches for risk management in three areas: Business, economic and social projects, and fewer researches in highway operating management. In this context, this paper use risk management and early warning management theory as a basis to research Guangdong Highway operational risk management.Firstly, this paper clarified the research background, research methods, research content, and research significance. According to the research of risk management and early warning management, this paper refined and summarized and presented a new perspective. And then, this paper interpreted the mean of basic concepts and theoretical, including operational risk, operational risk management, operational risk management concepts highway, as well as risk and operational risk management theory and theory. Then it analyzed the operations management and operational risk of Guangdong Highway. From the Operational status quo, operations management and operations management mechanism to analy Guangdong Highway’s Achievements and shortcomings, and concluded Guangdong Highway’s main risks: the natural risk, economic risk and behavioral risk.The core of this paper is the analyzing of the basic framework of Guangdong Highway, including risk identification, risk analysis and risk control. It userd the perspective of natural risks, economic risks and behavioral risks cite the measures of Guangdong Highway. At the same time, it userd the basic framework and the measures of Guangdong Highway find the problem of Guangdong Highway. Based on the status of Guangdong Highway operational risk management, this paper proposed the design of the warning operational risk management and operational risk control systems for Guangdong Highway. Firstly, based on the redesign of Guangdong Expressway operational risk management framework, this paper built operational risk early warning system, and elaborated the content of operational risk control system, including Operational risk organizational structure, operation mechanism and information system security.In this paper, the risk management theory and methods are described; the research improved and enriched Operational risk management theory of Guangdong Highway and Behavioral risk warning theory.
