In recent years, rapid development of expressway construction, greatly promotes the regional and local economic development. Meanwhile, the expressway operation faces more complex economic environment and other competitive disadvantage factors, such as other modes of transport, and expressway operation itself is an extremely complex system, the economic loss is also growing, difficulty rise to exponential increases in risk management decisions. The BOT project is the enterprise or individual investment behavior, so its pursuit of economic efficiency is much stronger than government. In this background, selections from the BOT expressway operation management as the concrete research content, from the perspective of management of GuiDu Company, discusses how to carry out BOT expressway operational risk management.Based on the risk management research results, it builds GuiDu expressway operational risk management process on the premise of risk identification, risk early warning as the core, for the purpose of risk control. Compared with the traditional risk management process, the process is more emphasis on strength of risk control and processing beforehand, is a kind of active risk management method. In the process of operational risk identification and analysis, based on the field research of BOT GuiDu expressway and the analysis of expressway operation situation and its existing problems, combined with the risk of research results at home and abroad, all kinds of operational risk can be divided into natural risk, economic risk and risk behavior. In the study of operational risk early warning, the thesis establishes a model to measure risk behavior respectively for the expressway operation of natural risk, economic risk. Collecting GuiDu expressway information of natural environment, operating conditions and the behaviors of corporate and government, and it use the established model for risk measurement. The results show that natural risk output signal is yellow, namely intermediate warning; economic risk output signal is also the yellow, which means intermediate warning; Behavioral risk output signal is yellow, namely intermediate warning.In the study of operational risk control, combining with the operational risk of analysis and recognition and early warning, it builds up the operational risk control system of GuiDu expressway, including operational risk control organization, operational risk control mechanism (response mechanisms and processes) and the operational risk control security (organization security, system security, information security and resource security) from three aspects in order to achieve the institutionalization and normalization of operational risk management of GuiDu expressway. Also in view of natural, economic and risk behavior of three specific issues of GuiDu expressway the corresponding control measures are given in order to provide reference for policy makers.
