Lacking of corporate social responsibility has led to a series of social problems, and attracted all of the society’s attention gradually. In the past several years, the accidents of sudan, melamine, clenbuterol and so on happened one after another, the phenomenon of environmental pollution and resource wastes were also discovered everywhere. All of those phenomena reveal that the present status of corporate social responsibility is very bad in our country. Lacking of corporate social responsibility not only damage the benefit of consumers and public, but also seriously affects the healthy development of social economy. State-owned enterprise is the backbone of China’s economic development and the subject of public-owned economy. State-owned enterprises fulfill their social responsibility, are not only the expectations and requirements of the whole society, but also the mission given by the Party and the government.Based on the above background, this paper first describes the development of corporate social responsibility and related theoretical basis, and carries out a fundamental cognitive analysis on motivation and influence factors. Then, according to the system dynamics, the basis analysis on mechanism of driving from state-owned enterprises to fufill social responsibility under the government is carried out to identify the power of driviving system, elements, influences, relationship, the causal chain, power structure and working principle. Thirdly, according to the collected documents of the relevant policies and regulations, which are about corporate social responsibility from 2000 to 2015 constitute by the government, to make a quantitative analysis of text for the policy change, the intergovernmental relations and the related policies. And reveal the mechanism that how the government driving state-owned enterprises to fulfill their social responsibility by using policy tools. Finally, according to the analysis of the previous chapters, the corporate social responsibility reports of State Grid from 2005 to 2014 are as an example to verify the effect of driving state-owned enterprises to fulfill their social responsibility by the government.This paper finds that different government departments are involved in the driving state-owned enterprises to fulfill their social responsibility in different development periods. And they also have different policy guidance and strength of policy. In this process, the features of driving state-owned enterprises to fulfill their social responsibility by the government have changed. The study contributes to a better knowledge and understanding of the evolution of our government to guide the development of state-owned enterprises to fulfill their social responsibilities by policy tools, and to provide an inspiration for improving the performance that state-owned enterprise to fulfill their social responsibility.
