As a main object in today’s corporate human resources, performance management and employee responsibility have been studied by many scholars, and pointed out that the staff responsible will affect job performance. Researches about management focus on the dimensions of responsibility, factors and relationship with job performance. Even more,the performance management studies pay attention to their discussions on the process, and the research on the relationship of evaluators’ responsibility and the assessed responsibility is less and less. As an important participant in the performance evaluation, the evaluators’ attitude about assessment work and the sense of responsibility will affect the assessed to assess the results of the assessment, and the assessed responsibility. On the contrary, the assessed also affect the evaluators’ responsibility through seeking feedback information from the evaluators.Previous studies based on the responsibility, this paper is to distinguish different levels of responsibility, and divide the responsibility into the evaluators’ and the assessed. In the meantime, effect on the evaluators’ responsibility and the assessed responsibility, cross-level regulation of the enterprise performance management system, intermediary role of feedback-seeking behavior will be investigated. The existing scale will be put to use for the feedback-seeking behavior scale, the evaluators’ responsibility scale and the assessed responsibility scale, but the enterprise performance management system scale will be developed. This study uses questionnaires to analyze a small sample of 96 pairs questionnaires and the large sample survey of 386 pairs questionnaires. The exploratory factor, regression, structure of each scale and intermediary role of feedback-seeking behavior are analyzed by SPSS19.0,Amos17.0 for confirmatory factor analysis and HLM6.08 for testing the evaluators’ responsibility and the assessed responsibility, cross-level regulation of the enterprise performance management system. Study found that the feedback-seeking behavior scale contains only one dimension; the evaluators’ responsibility scale contains five dimensions-fulfilment, justice, integrity and reliable, assessment skills, response ability; the assessed responsibility scale contains four dimensions-mutual interdependence, honest and reliable,self-examination, response ability; the enterprise performance management system consists five dimensionsperformance planning, performance implementation, performance evaluation, performance interviews, results application. When discussing the relationship between the evaluators’ responsibility and the assessed responsibility, we found that the evaluators’ responsibility had a significant impact on the responsibility of the assessed; the enterprise performance management system had cross-level regulation effect on the evaluators’ responsibility and the assessed responsibility; feedback seeking behavior of the assessed plays a role of a partial mediating effect between the responsibility of the assessed and the evaluators’ responsibility.
