Study On The Development Model Of Low Carbon Economy In Guizhou

The rapid development of science and technology on the one hand enhances the ability to transform nature. But on the other hand, it undermines the harmonious relationship between man and nature. With the rapid development of the global economy and growth of human, concentrations of greenhouse gas in the atmosphere surges. So appear the greenhouse effect. Carbon dioxide is the main greenhouse gas and closely linked with our life. Current climate change is already a threat to human survival and development. It has become the consensus to reduce greenhouse gas emissions and develop the low-carbon economy in the world. In November 26, 2009,China made the goal that to make carbon dioxide emissions per unit of GDP lower by40% to 45% than 2005. It is the first time that China clearly quantified greenhouse gas emission reduction targets, and the goal is incorporated by the national economic and social development and long-term planning.Since the implementation of China’s western development strategy, Guizhou accelerates the process of industrialization, urbanization and modernization. As a result, economic grows rapidly and people’s living standards improves significantly.But in the process, the resources are waste and excessive use. At the same time, the environment is pollution. Guizhou is located in the Yunnan-Guizhou Plateau which is higher average altitude. Its weather is drought. All in all, Guihzou is the ecologically fragile province. It’s an urgent problem that how to achieve the economic goal while minimize the negative impact on environment in Guizhou. Because of the characteristics of a low-carbon economy which is low energy consumption, low pollution and low emissions, low-carbon economy become the road to protect the ecological environment, to transform economic growth mode, to achieve sustainable development, to create a resource-saving and environment-friendly society.The thesis selected low carbon economy mode of Guizhou as the object of study,using comparative analysis and empirical analysis and other research methods. The paper includes three aspects. First, tell the concept and connotation of a low-carbon economy, economic development model and the theoretical basis of economic studies,at the same time, summarize the experience of domestic and overseas in developing low-carbon economic model. Second, analyze the necessity to develop low-carbon economy and the current status of the development of low-carbon economy in Guizhou, and point out the problems in developing low-carbon economy, which contains irrational industrial structure, energy saving and energy shortage, the lack of development in potential carbon sequestration, imperfect carbon finance market, and low-carbon society. Third, make quantitative analysis of the factors that affect the development of low-carbon economy in Guizhou. Based on the sensitivity of factors,the paper constructed the model that selects "low-carbon industry" as the center, and choice "low-carbon energy" and "low-carbon society " for the two wings. All in all, the name of model is " one center and two basic points ".
