The low carbon economic development model, a brand new model focus on high outputs with less CO2, was first put forward by several developed countries in response to global climate changes, now it will become the most popular model in the 21st century. As the largest developing country, China's rapid economic growth causes high greenhouse gas emissions. The pressure forces China to actively participate in the process of handling the climate changes in such a complicated international political and economic environment, while exploring its own development low-carbon economic development model based on the domestic situation.Based on the low carbon economic development model, this paper firstly discuss the factors that influent the development of low carbon economy from the perspective of economy and energy structure, difficulties of companies, and the consuming habit of Chinese residents. Secondly, a case of negative externality of consuming private cars is introduced in order to find out suggestents to develop low carbon economy in China. Then several experiences of developing low carbon economy in developed countries are introduced. Based on stakeholder theory, the factors that influent the development of low carbon economy was put into three factors, government, company and consumer. Finally, this paper put forward the suggestents to how to acheieve the low carbon economic with our present conditions.
