In recent year, global warming has been widely concerned by the whole word. Human has been fully aware of the serious threat that come from global warming.This threat involves human's sustainable develop. Due to the contradiction between economic development and natural resources is rapidly increasing day by day, so,"low pollution, low energy consumption, low emission"as the main feature of the low-carbon economy will be the new way to develop economy in future. As an old industrial base, the feature of Wuhan's economic development is"high pollution, high energy consumption, high emission". This extensive developing way has destoried natural seriously. Therefore, Wuhan must develop low-carbon economy. And in low-carbon economy, researching the model of industrial development is very impirtant, for it will affect the future of sustainable development in Wuhan directly.The article discusses that in the background of economic globalization,in order to develop low-carbon economy ,the developed countries such as the United States, Japan, EU which take a series measures to optimize the industrial structure and promote industry.For example,the United States transform traditional high energy consumption industries and encourage low-carbon technology innovation, Japan invested heavily funds to develop new energy, Germany improve energy efficiency and develop renewable energy sources, France implement"zero carbon economy"plan,etc. These practices and experiences have a great reference for Wuhan to develop low-carbon economy. With current situation of the three industries'developing in Wuhan, we can know that Wuhan must develop low-carbon economy. In order to better analyze the energy saving potential of Wuhan's industrial structure optimization, the article uses the evolution of industrial structure-energy consumption model, the evolution of industrial structure-unit energy consumption model, energy consumption sturcture-carbon emission model and other related analysis to explore the main reason of energy consumption change, and the relationship between carbon emission and energy consumption. According to the exploration, we believe that Wuhan has great potential to develop low-carbon economy. Finally, by the preceding analysis, the article exploratorily analyzes low-carbon development of Wuhan's agriculture, industry and services, in order to develop Wuhan's economy fast and well.This article has seven chapters.The first chapter is preface which introduces the purpose of this research, the international and domestic background, the research framework and methods and the innovations of thearticle. The second chapter introduces some of the relevant theories, such as ecological footprint, industrial structure theory, sustainable development theory and environmental Kuznets curve. The third chapter describes in low-carbon economy, the industry development experience of developed countries and the important enlightenment that we gain from these developde countries. The fourth chapter describes the current situation and feature of Wuhan's agriculture, industry and services, the necessity and the main restricted factors of industry to develop low-carbon in Wuhan. The fifth chapter uses the evolution of industrial structure-energy consumption model, the evolution of industrial structure-unit energy consumption model, energy consumption sturcture-carbon emission model and other related analysis to explore the main reason of energy consumption change, and the relationship between carbon emission and energy consumption. The sixth chapter discusses the pattern of low-carbon economy development in Wuhan,including agriculture low-carbon development pattern, industry low-carbon development pattern, services low-carbon development pattern. The seventh chapter is the summary to the whole article and the prospection to the further study of the relevant issues.
