Qingdao Development Of Low-carbon Economy Research

Research shows that the global temperature rising are mainly induced by the increasing of greenhouse gas (most is carbon dioxide) density caused by fossil fuel burning. Climate continuously warming has give rise to significant deterioration in the global ecosystem, and bring about serious challenges to the survival and development of human society. Climate changing becomes an important drivers to push the world turns to low-carbon economy and sustainable development. For Qingdao such a resources shortage, ecological fragile city, the development of low-carbon economy is imperative to build resource-saving and environment-friendly society.According to the specific circumstances of Qingdao, this paper study the countermeasures to develop low carbon economy. Firstly, Based on the analysis on the meaning and history of low carbon economy, the practice and measures home and abroad is reviewed, and the successful experiences in the development of low-carbon economy are summarized. Secondly, according to the relevant information and data of Qingdao, measures and achievements about low-carbon economy in recent years is summed up. Then, existing problems of low carbon economy is analyzed comprehensively, and countermeasures and Suggestions is gave detailedly for Qingdao to development a low carbon economy at the last. (1) In the new energy utilization, Qingdao should vigorously develop ocean, wind, solar, and biomass energy. (2) For the industrial structure, advanced manufacturing and high technology industries should be developed vigorously in the second industrial, and high-end service in the third industry. (3) Low-carbon economy development for the second industrial should focus on manufacturing, electricity and heat industry, construction industry. (4) Low-carbon economy development for the third industrial, should focus on transportation, wholesale and retail and tourism.(5) For low-carbon lifestyle, government departments need to set an example, use price,taxation and other means integratedly, and society need to Widely publicize to establish low-carbon living culture, enterprises need to actively develop and deliver low carbon products and services.
