Economic globalization and the rapid development of domestic environment have brought a new era for enterprise development. Faced with the tough competition, strategic management is becoming an essential choice for enterprises to gain competitive advantage. Containing employee knowledge, ability, experience, and because of the ambiguity and path dependence, difficult for competitors to imitate, human capital has gradually replaced the material, technical and other resources, become a source of competitive advantage. Strategic human capital has become the core competitiveness of resources. In the high-tech industry development, strategic human capital is the fundamental driving force of innovation enterprises, and the role of strategic human capital accumulation in promoting the development of high-tech industries increased significantly and is more significant compared to the general industry, especially in innovation. This study is going to explore corporate strategic human capital formation mechanism, to clarify the formation mechanism of the enterprise strategic human capital, based on the business layer innovative strategic perspective. Then we can provide theoretical guidance for administrators on how to maintain, develop and retain the most valuable strategic corporate resource management.In this study, we begin with the background, purpose and significance, using the literature, questionnaire, empirical analysis and other research methods, based on the high-tech industry in Beijing and Tianjin. We divided the corporate strategy into cost leadership strategy and product differentiation strategy, the human resource management system into external Human Resource Management systems and internal Human Resource Management system. According to the division of human resources management system, the strategic human capital is divided into external human capital and internal human capital. The data was collected through questionnaires, and analyzed by regression though SPSS21. First of all, we studied corporate strategy that matches the human resources management system model under both competitive strategy; Then, we analyzed the corporate choice of strategic human capital cases under both competitive strategy; And finally we analyzed the interaction impact of corporate strategy and human resource management system for the formation of human capital strategy, whereby, through investment in human resource management practices of employees and cultivating strategic human capital to obtain sustainable competitive advantage.The results turned out that: the generation of strategic human capital, is closely related to corporate strategy and human resources management system. In the cost leadership strategy, the use of external Human Resource Management system helps companies get outsourcing strategic objectives that the human capital required. In differentiation strategy, the use of internal Human Resources Management system helps companies develop strategic objectives fitted internal human capital. Enterprises can manage the daily activities referring to the appropriate conclusions, match human resources management practices with corporate strategy science, invest in human capital, get access to corporate strategic human capital, and ultimately achieve the sustained competitive advantage. In this study, we performed the scientific research results for enterprises to obtain sustainable competitive advantage through the application of strategic human capital, and provided the direction for further research.
