Based on that kind of background, The Decision on Major Issues Concerning Comprehensively Deepening Reforms was adopted at the close of the Third Plenary Session of the 18 th CPC Central Committee. The Decision includes many clauses, such as “Farmers will be given more property rights.” Moreover, the homestead system in rural areas will be improved, and farmers’ usufruct rights of homestead will be ensured.” “A pilot program will be carried out in some areas to discover other channels for improving farmers’ income. A rural property-rights trading market will be established.” The Decision points the path of reform of rural homestead circulation system. This article analyzed external factors and internal factors which have an influence on famers’ behavior of rural homestead circulation. The significance of this article is clearer to the reform of rural homestead circulation system.Through the analysis of external factors: External factors include social security, cultural, developing of economic, urbanization, traffic and location, systems. T External factors provide land circulation with a possible, at the same time external factors hamper the land circulation.Through the analysis of internal factors: Internal factors includes individual characteristic of farmers, characteristic of households, the quantity of real estate belonged to farmers. On the one hand internal factors spur farmers on to flow out their rural homestead, on the other hand internal factors spur farmers on to inflow their rural homestead. Both parties to the transaction come into being. But in the external factors, the effect of internal factors may also lead to contradiction that the outflow of homestead is greater than the inflow of homestead.According to the result of analysis on factors, we must open the homestead circulation market to solve the contradiction of homestead circulation, make full use of rural residential land, save and intensive land resources, ensure the real right for usufruct of farmers, broaden the channels for peasants to increase income. Specifically, property of rural homestead is clear; distribution of income between countries, collective and individual is rational; transaction platform of rural homestead circulation is set up. At the same time we must also establish a system of paid withdrawing rural homestead.
