Study On The Factors Influencing Farmers’ Willingness Of Rural Homestead Transfer In Mountainous Areas

With the rapid growth of market economy,the process of urban-rural integration continues to accelerate,the current system of homestead has been unable to meet the requirements of rural economic development.At present,there are many issues,like that one household has more than one homestead,homestead area is overstepping or idle.Homestead can not be secured or traded,so the farmers’property income is confined.Rural homestead transfer can improve the utilization efficiency of homestead,alleviate the demand ot urban and rural construction land,reduce the issues of idle land and inefficient land,promote the optimal allocation and intensive utilization of land resources,then increase the channels of farmers’ property income.Now many regions in the country are actively exploring the rural homestead transfer mechanism.This article tnalysed the macro policies and the current situation of rural homestead transfer in China,focus on the hilly region with a lot of mountains in South China,choose a typical southern mountainous county--Xinchang County,Zhejiang Province,investigate and study on the farmers’willingness of homestead transfer,then analyse of influencing factors by logistic regression model.Based on that,this article explored the difficulties and causes of rural homestead transfer further.The results show that:Among the 205 households surveyed,the proportion of farmers who are willing to transfer homestead is 55.122%.From the perspective of influencing factors,main influencing factors include the age of householder,life satisfaction,children go to school of further afield or not,and develop village tourism or not.Specifically,the greater the age of the householder,the weaker the willingness to transfer the homestead;The higher the farmers’ life satisfaction,the weaker the willingness to transfer the homestead;The willingness of homestead transfer will be stronger when children of the household go to school of further afield.When the village develops village tourism,the willingness to transfer the homestead will be weaker.At the same time,this article analysed cause that willingness to transfer the homestead is not strong,found that due to the lack of legal and institutional guarantee,social security system is not perfect,the homestead transfer way is limited and traditional ideas about ancestral house,farmers in the mountain areas could not follow their own willingness to transfer the homestead freely.Therefore,this article suggests,should establish urban-rural integrational public services and social security system,to build a trading platform,to encourage the construction of pension community,to to build the homestead democratic management system,to promote village tourism scale management,to improve the quality of urban life and so on.
