Mineral resource is non-renewable, so the mining land will be in the inefficient use with the exploitation of resources. With the advancement of urbanization, considering the specificities of coal companies and the land use status of mine, How to effectively realize the mining land reuse has been the concerned focus between resource-based cities and coal companies. Through the method of literature research, the paper has taken the interest conflict as the core issue that affect the efficiency of the mining land reuse, and to carry out it.Firstly, the paper analyzed the potential value of the mining land reuse, by the land economics relative theory, and pointing out that mining land reuse is the growth pole of industrial restructuring. By analyzing the current situation of mining land use and re-use features, as well as mining land use types, and comparative analyzing the features of the model of land reuse leaded by behavioral agent, to build a coal mining enterprise led land re-use mode, as well as designing the operational process of the mode.Secondly, according to mining land reuse development model, combining characteristics of mining land reuse, the paper used stakeholder theory to identify probable stakeholders who existed in different using routes of the model, and to define the core stakeholders’ demands. Considering the interest demands, the paper analyzed the interest conflict and the causes of conflict.Thirdly, based on the conflict of interest causes analysis, aim at the characteristics of the model and combined the types of the interest conflict, the paper had used complete information dynamic game theory to build coal enterprises & government’s interest conflict resolution models, and coal enterprises & developer’s interest conflict resolution models. Institutional innovation was taken as the action strategy focus on the gambling model between coal enterprises and the government, through solving the refined Nash Equilibrium, the paper has worked out the best action strategy combination under different conditions. The paper, although, emphasized the four factors affection on the strategy selection of between coal enterprises & developer’s, which are land added value, market gains value, innovation ability and industrialization ability.Finally, on the basis of above studies, the paper drew up coordination principle system of mining land reuse. At the same time, taken institution policy and interest distribution as the focus of interest conflict, the paper proposed coordination strategy safeguard mechanism about conflicts of interest on mining land reuse.
